Because the Church of England holds to the notion that All may, some should, none must. If you feel the need to unburden yourself to a priest then make an appointment and you will be seen privately and discretely at a time suitable for both of you, not just at a time thought suitable for only the priest. .
That is not entirely true. Some Church of England parishes I know do advertise times for confession. However, a lot of Anglicans do as I do. When I want to confess I set up a mutually convenient time with my confessor.
