as I understand it, this ruling was on women priests

however this discussion is on women deacons, where both various branches of the RC church as well as the Vatican itself seem quite keen on

I am not aware of any such ruling... When the last commission on women deacons almost reached the conclusion that women deacons are not in church history, he disbanded the commission and formed a new one, to "try again"

Anyway this is about Australians who seem quite open to the idea

No! It was on the sacrament of Holy Orders: bishops, priests and deacons. The Roman Catholic Church sees Holy Orders as one sacrament. The ministries of bishop, priest and deacon are different degrees. They see them as inseparable. Therefore, they would not choose to ordain women as deacons but not as priests or bishops. You can either ordain women or you cannot. The Roman Catholic Church teaches quite categorically that women cannot be ordained. A doctrinal position they share with the Eastern and Oriental Orthodox churches.

It cannot be about Australians. That is not how the Roman Catholic Church functions. The decision to allow women to be ordained as deacons would have to come from the Pope. Australian Catholics could not make a unilateral decision to have women deacons in the Catholic Church in Australia.
