In the Church of England, if an individual has been validly baptized with water in the the name of the Trinity, re-baptism would not be allowed. Baptism may be administered in an emergency by a lay person. We believe that the sacrament of baptism confers an indelible mark on the soul and to re-baptize would be sacrilegious. If there is doubt whether an individual has been baptized/validly baptized then a conditional baptism may be carried out. The words then used would be: N, if you have not already been baptized, I baptize you in the name of the Father, and of the Son, and of the Holy Spirit. Amen.
